My Neighbor's condo was rewired for a new breaker box for Pasadena City as the board had already upgraded the main electrical panel and homeowner had upgraded individual breaker boxes. Originally homeowner had an air conditioner that was working fine. The original breaker box had room for 16 Breakers they replaced it with a breaker box for eight doubling up some but did it illegally on how it was done. That in the air conditioner was no longer working and was wired wrong for that. They said it was the junction box in the wall but that was not the case. They came out additionally several times and still did not understand on how to revolve the problem. They had electrician take a look at it explain what was wrong but didn't want to work on it as it would put liability on him for all the rest of the work that was done incorrectly. It also appears that they did not even connect the ground wire to the entire box it is loose and not attached to anything.
